Massachusetts Has a Second Chance to Create an Animal Abuser Registry--Act NOW to Pass H1385!
Last year’s “Puppy Doe” law was gutted before being enacted. It’s empty legislation. But we now have a second chance to protect vulnerable animals from abusers.
House Bill 1385, sponsored by Rep. Steven Howitt (R-Seekonk), will get a public hearing on October 21. H1385 is solid humane legislation that, if passed in its current form, will:
Create a registry of Massachusetts residents convicted of abusing animals
Require individusals convicted of animal abuse in other states to register within 10 days of relocating to Massachusetts
Prohibit breeders (including backyard breeders), pet stores and shelters from selling or giving animals to individuals on the registry
H1385 is before the Judiciary Committee, which must approve it--or it can't become law. Take a few minutes to ensure the bill clears this important first hurdle.
